Enrico Wolleb

Director of Ismeri Europa. He has undertaken research on international and European policy issues, focusing on RTDI, structural and cohesion initiatives for more than 30 years. He has worked as a research fellow at the University of Cambridge and as an associate professor at the University of Paris 13 and more recently at the University of Hangzhou (China).He has co-ordinated a large number of evaluations of programmes and interventions funded by the EU. He contributed to the project on “methods for the analysis of regional innovation systems”, undertaken in France with Commission support and he recently directed a study on “Regional Innovation Systems in Latin America”, drawing out the policy lessons. He coordinated the technology assessment of the regional high tech network for Emilia Romagna as well as a technical assistance service at the Ministry of Economic Development which was aimed at identifying the most relevant technologies for developing a “sustainable industry” in Italy. Enrico is adviser to the European Commission (Dg Regio) with the task to supervise the Italian Operational Programmes (2013-2020) to evaluate their strategy and management. Currently, he is a member of the core team of Work Package 1 “Synthesis” of the ex post evaluation of Cohesion Policy programmes 2007-2013, focusing on the European Regional Development Fund (ERDF) and Cohesion Fund (CF)

Andrea Naldini

Dirigente area sviluppo regionale

Director of Policy Analysis and Evaluation at ISMERI and Secretary of the Italian Evaluation Association. He has carried out macroeconomic and statistical analysis on public sector, cohesion and structural policies for almost 20 years. His main fields of expertise are regional policy and public policy monitoring and evaluation. Over the last few years, he has co-ordinated more than 20 evaluations of Structural Fund interventions for the Italian Government and the European Commission and was involved in the ex post evaluation of Cohesion policy in the period 2000-2006. He was a leading member of the team which undertook the study on Distribution of Competences in relation to Regional Development Policies in EU Member States for DG Regional Policy and was part of the core team which coordinated the Expert Evaluation Network for DG Regional Policy. Adviser to the European Commission (Dg Regio) with the task to supervise the Italian Operational Programmes (2013-2020) to evaluate their strategy and management. Currently, he is a member of the core team of Work Package 1 “Synthesis” of the ex post evaluation of Cohesion Policy programmes 2007-2013, focusing on the European Regional Development Fund (ERDF) and Cohesion Fund (CF).

Marco Pompili

Senior policy analyst

Economist with a Master’s degree in local development, has extensive experience in evaluating Operational Programmes and public policies. He has a detailed knowledge of EU monitoring data and of qualitative and quantitative evaluation methods. He has worked in a number of studies of Structural Fund programmes. At a national level he worked on evaluation of the ESF in Lombardy in the 2007-2013 period; as part of this study he designed and carried out a counterfactual impact evaluation of training schemes. He coordinated the interim evaluation of the Tuscany ERDF OP in 2007-2013 and the evaluation of F3 Action in the field of early school leavers. He is coordinating the evaluation of the ERDF-ESF-EAFRD programmes for the Friuli Venezia Giulia region. At a international level he has carried out the Work Package 13 – Geography of expenditure  – and the Work Package 1 – Synthesis -, as part of the ex post evaluation of Cohesion Policy programmes 2007-2013. He is involved in the team of the Helpdesk project for DG Regio and he is member of the core team of the Pilot and feasibility study on the sustainability and effectiveness of results for ESF participants using CIEs, for the European Commission, DG Employment.

Carlo Miccadei

Senior policy analyst

Expert in evaluation and technical assistance within European programmes. He has carried out the CIP Equal (Italy) mid term evaluation with tasks of field research, data elaboration and reporting. He has held training course on labour and social policies within Technical Assistance to Social Partners of Community Support Framework. Recently, he has carried out analysis on labour policies in Basilicata Region during the period 2000-06, he has carried out the ESF 2000-2006 ex Post Evaluation of interventions on Systems and Structures for the European Commission (Dg Employment). Currently he is coordinating the evaluation of projects implemented by the ESF NOP 2007-2013” for the Italian Ministry of Labour and Social Policy.

Andrea Ciffolilli

Senior policy analyst

Doctorate in Economics from the University of Ancona and a MSc in Technology and Innovation Management from SPRU (Sussex University). Andrea was a member of the core team of the Expert Evaluation Network delivering policy analysis on the performance of Cohesion policy in 2007-2013. He has carried out projects for DG Regional Policy on ‘Regional challenges in the perspective of 2020’, ‘Growth factors in the outermost regions of the EU’, ‘The distribution of competences in relation to regional development policies in the Member States of the EU’ and ‘Regional innovation systems in Latin America’. He had a leading role in carrying out Work Package 13 – Geography of expenditure – as part of the Ex post evaluation of Cohesion policy programmes 2007-2013.  Andrea also worked at the Synthesis of the ex-post evaluation of Cohesion policy 2007-2013. For DG Research and Innovation, he has coordinated an analysis of the ‘Role and engagement of universities with regard to participation in the Framework Programmes for research and technology development’. More recently, he coordinated a study on the “Support of European Social and Investment Funds to the implementation of the Country Specific Recommendations and to structural reforms in Member States”. At national and regional level, he has worked on a number of ex ante, mid-term and ex post evaluations of Operational Programmes, with a particular focus on research and innovation initiatives. For instance he has carried out a mid-term review of the Smart Specialisation Strategy in Tuscany and cooperated in S3 peer reviews with the JRC. For the Ministry of Research, he carried out an ex ante evaluation of the OP Research and competitiveness 2007-2013 and an ex post evaluation of the OP RTD in 2000-2006.

Luca Rossi

Policy analyst

Expert in evaluation and analysis of research and innovation policy as well as environmental and energy policy programmes, he has worked on a number of ex-ante, mid-term and ex-post evaluations of operational programmes, in particular the “mid-term evaluation of the National Operative Programme (NOP) on “Scientific Research, Technological Development and Higher Education” for Objective 1 Regions (Italian Ministry for Education and Research) and the “Mid-term evaluation of “PIA Innovation” (Integrated aid schemes for innovation), as part of the evaluation of the National Operational Programme for Local Entrepreneurship Development (Italian Ministry for Economic Development). He participated in the “Strategic Evaluation on Innovation and the Knowledge Based Economy, in relation to the Structural and Cohesion Funds, for the programming period 2007-13” (DG REGIO) and in the Strategic Environmental Assessment of the National Programme “Research and Competitiveness” for the Allocation of the Fund for Under-utilised Areas (PAN FAS) for the Italian Ministry of University and Research and the Ministry of Economic Development. He is policy analyst in the framework of the project “Mainstreaming Climate Change into CSF-Funds 2014-2020 by dg Clima . At national level, he is coordinating the technology assessment of the high-tech network of industrial research labs financed by the Emilia-Romagna Region

Lucia Fiorillo

Policy analyst

Lucia holds a MA in Political Science and an advanced qualification diploma in the field of quantitative and qualitative social research. In Ismeri Europa she works on public policies related to education and labour market. Lucia has been previously involved in the DG REGIO ex-post evaluation of Cohesion Policy 2007-2013. For the DG Employment, she worked on the ESF 2007-2013 ex-post evaluation on investment in human capital. At present, she is carrying out the evaluation of interventions aimed at tackle early school leaving for the Ministry of Education.

Matteo Martella

Policy Analist

Postgraduate specialization in European studies and affairs, at the European College of Parma, with a focus on structural funds and cohesion policy. Junior policy consultant in the field of employment and social policies. He is currently taking part in the evaluation of ESF OP Tuscany Region 2014 – 2020 and has carried out the Italian case study for “Study supporting the evaluation of Decision 573/2014/EU on enhanced cooperation between Public Employment Services (PES) – project” for Dg Empl.

Marilina Armento

Analista contabile, Responsabile della direzione amministrazione, finanza, controllo dell’impresa.Svolge attività di rendicontazione dei progetti, coordina e controlla le attività amministrativo-contabili aziendali, le attività della tesoreria, predispone i bilanci periodici e il bilancio civilistico annuale,  pianifica il fabbisogno finanziario aziendale,  si occupa della dell’analisi economica e finanziaria  dei singoli progetti, cura i rapporti con i committenti, i fornitori e i partner.

Assistente di Direzione, Responsabile dell’Ufficio Acquisti e Responsabile del Sistema di Gestione della Qualità di Ismeri Europa. Ha acquisito una pluriennale esperienza nella gestione di pratiche di segreteria e di amministrazione. Completano il suo profilo il dinamismo nell’organizzazione del proprio lavoro, l’attitudine al coordinamento degli impegni ed al problem solving, la serietà, la precisione e la riservatezza.

Patrizia Volterra

Responsabile ufficio gare

Patrizia holds a degree in political sciences and is responsible for the Public Procurement Unit. She takes care of the administrative procedures for the submission of proposals (for public tenders and direct/restricted agreements with public administrations) at national and international level. Patrizia is in charge of finding calls for tenders at regional, national, EU and non-EU level, of fulfilling and analyzing the requirements and the technical and operational specifications for the participation in the bids and of preparing the necessary documentation. Patrizia is also responsible for managing Ismeri’s external relations at national and international level in order to strengthen the existing partnerships and establish new ones.
